Este artigo explora o processo de emergência do sistema de processamento submarino na indústria mundial de petróleo e gás natural entre 1990-2019. São considerados cinco subsistemas relacionados ao SPS: compressão submarina de gás; estimulação submarina; separação submarina; tratamento e (re)injeção e aquecimento ativo das linhas de fluxo. A fim de compreender como a dinâmica de interação entre os atores e instituições envolvidos em atividades de inovação em SPS se articula com o seu processo de emergência tecnológica, realizou-se uma análise das funções dos sistemas tecnológicos de inovação (STI), a partir de dados de projetos demonstrativos, publicações científicas e patentes. Os principais resultados da análise das funções do STI identificaram que a atividade experimental, a produção e difusão de novos conhecimentos operam positivamente para a emergência do SPS no período analisado, enquanto a orientação da busca e a criação de legitimidade se caracterizam como falhas sistêmicas que explicam, parcialmente, as barreiras à difusão dessas tecnologias emergentes (TE) no setor. Sendo assim, este trabalho se propõe a contribuir para o debate sobre políticas públicas e inovação em setores estabelecidos, além de refletir sobre o papel dos países em desenvolvimento em áreas tecnológicas emergentes.

This paper explores the emergence of subsea processing systems (SPS) in the oil and gas industry during the period 1990-2019. Five subsystems related to SPS are considered: subsea gas compression; subsea boosting; subsea water treatment and injection; subsea separation, and direct electric heating. To understand how the dynamics of interaction among actors and institutions involved in innovation activities in SPS are interconnected with its process of emergence, an analysis of the functions of technological innovation systems (TIS) was carried out, based on data from demonstration projects, scientific publications, and patents. The main results of the analysis of the TIS functions identified that the experimental activity, production, and diffusion of new knowledge operate positively for the emergence of the SPS while guidance of the search and creation of legitimacy are characterized as systemic failures that, partially, explain the current barriers to the diffusion of these emerging technologies in the offshore oil & gas sector. Therefore, this paper aims to contribute to the debate on public policies and innovation in established sectors, in addition to reflecting on the role of developing countries in emerging technological areas.
