Industrial and Technological Policies developed by East Asian nations (Asian Tigers) applied to the model of smart cities

Os estudos sobre os chamados tigres asiáticos (TA) disponíveis até o momento sugerem que estes países percorreram trajetórias tecnológicas bem-sucedidas devido aos seguintes fatores: a) intervenção governamental seletiva; b) caminhos em processos de industrialização e inovação de serviços; c) fabricação tecnológica com foco na exportação de produtos. Todos estes fatores viabilizam modelos de desenvolvimento que podem proporcionar novas diretrizes que serão aplicadas na direção da sustentabilidade e resiliência que são características primordiais no modelo de cidades inteligentes (Smart Cities). O objetivo desse artigo é discutir em que medida os tigres asiáticos têm condições de implementar ações de cidades inteligentes . Para tanto na primeira seção deste artigo será feita uma breve revisão das políticas de industrialização dos TA. Na segunda seção apresentaremos o conceito de cidades inteligentes e sua relevância para políticas públicas que promovam o bem-estar da população. Na terceira seção serão apresentados exemplos de ações de cidades inteligentes nos tigres asiáticos. Na última seção serão apresentadas as conclusões e sugestões para estudos futuros.

Studies on so-called Asian tigers (AT) available to date suggest that these countries have followed successful technological trajectories due to the following factors: a) selective government intervention; b) paths in industrialization and service innovation processes; c) technological manufacturing with a focus on exporting products. All of these factors enable development models that can provide new guidelines that will be applied in the direction of sustainability and resilience, which are essential characteristics in the Smart Cities model. The purpose of this article is to discuss the extent to which Asian tigers are able to implement smart city actions. Therefore, in the first section of this article, a brief review of the industrialization policies of AT will be made. In the second section, we will present the concept of smart cities and their relevance to public policies that promote the well-being of the population. In the third section, examples of smart city actions in Asian tigers will be presented. In the last section, conclusions and suggestions for future studies will be presented.
