MENSURAÇÃO DE ÍNDICES DE PODER EM JOGOS DE VOTAÇÃO PONDERADA POR SIMULAÇÃO DE MONTE-CARLO

Este estudo tem por objetivo apresentar um modelo de simulação, por meio do método de Monte Carlo, que mensure os Índices de Poder de Banzhaf e Shapley-Shubik. A problemática foi elaborada levando em consideração a complexidade envolvida no cálculo destes índices para grandes comissões de votação. O trabalho envolveu um modelo de simulação para cada índice de poder, sendo feitas duas simulações, uma com 10 mil coalizões e outra com 100 mil coalizões repetidas sucessivamente por 200 vezes. Os resultados apontaram para a confirmação do potencial da simulação estabelecida. Os resultados apresentaram erros médios absolutos inferiores a 10−3 para o modelo com 10 mil simulações e inferior a 10−4 para o modelo com 100 mil simulações. De similar modo, analisando a correlação linear entre o desvio-padrão das estimativas e o erro absoluto, confirmou-se que o desvio-padrão pode ser entendido como um fator de controle do erro de estimação. Conclui-se pela satisfação do objetivo da pesquisa e verificação que a simulação de Monte Carlo é uma estimativa potencialmente aplicável aos Índices de Poder de Shapley-Shubik e Banzhaf.
