A abordagem de ecossistemas de empreendedorismo é recente e tem obtido, nos últimos anos, grande atenção de acadêmicos e formuladores de políticas públicas. Diante de evidências empíricas encontradas na literatura a respeito da importância do empreendedorismo na prosperidade econômica, e na geração de emprego e renda, políticas públicas de apoio e estímulo ao empreendedorismo vêm sendo objeto da atuação de formuladores de políticas públicas. A fim de que essas políticas sejam desenhadas e monitoradas, é essencial mensurar como evoluem e interagem os diferentes componentes dos ecossistemas de empreendedorismo, através da construção de métricas adequadas. Nesse sentido, o presente trabalho objetiva, a partir de uma revisão da literatura, propor uma reflexão sobre as métricas de ecossistemas de empreendedorismo e as abordagens utilizadas para a elaboração das mesmas. Observa-se que há variações na literatura no que se refere aos componentes dos ecossistemas de empreendedorismo em questão, à metodologia proposta e à abordagem geográfica. Buscou-se também identificar quais artigos propunham métricas disponíveis para a análise do caso brasileiro. Ao compreender os elementos que são objeto de estudo das métricas propostas pelos autores, os formuladores de políticas públicas podem tomar melhores decisões quanto ao desenho destas políticas. No entanto, é importante compreender que é preciso levar em consideração as especificidades e o contexto de cada região, para que não haja formulações “one-size-fits–all”, as quais apenas copiam experiências bem sucedidas em regiões com contextos diferentes.

The approach of entrepreneurial ecosystems is new and has been receiving attention from academics and policy-makers. Given the evidence found in literature about the importance of entrepreneurship for economic prosperity, job creation and income creation, public policies directed to support and foster entrepreneurship have been a matter of action for policy-makers. In order to design and monitor these policies, it is essential to measure, through the construction of proper metrics, the way the different components of the ecosystems of entrepreneurship evolve and interact. Therefore, the objective of this paper is to propose a reflection, based on a literature review, on entrepreneurial ecosystems metrics and the approach used to formulate them. We observed variations in the literature on entrepreneurial ecosystems regarding the components proposed for the ecosystems of entrepreneurship, the methodology proposed, and the geographical coverage. We also sought to identify the papers that considered metrics applicable to the Brazilian case. By understanding the elements studied by the metrics proposed by the authors, policy-makers can make better decisions when designing public policies. Nevertheless, it’s important to understand the specificities and the context of each region, to avoid the proposition of “one-size-fits-all” policies that copy successful experiences in regions with different contexts.
