As smart cities representam uma temática de estudo recente, que possuem grande enfoque na construção de cidades que utilizam a tecnologia como uma ferramenta de planejamento urbano, aliada a participação dos cidadãos e da gestão pública e privada. Dentro do estudo de smart cities, é relevante a discussão de como as tecnologias possuem a capacidade de tornar os serviços urbanos, como a mobilidade, segurança e outros eixos inerentes, mais eficiente e revolucionar a qualidade de vida dos habitantes que estão inseridos nas cidades. Deste modo, o objetivo geral do artigo foi de identificar quais as configurações das cidades brasileiras selecionadas que as levaram a serem consideradas inteligentes, mais especificamente, analisar o papel da governança pública no desenvolvimento das smart cities do Brasil. Por meio da Análise Qualitativa Comparativa (QCA), foram utilizadas cinco categorias para a caracterização das políticas aplicadas nas smart cities brasileiras, a saber: políticas sociais, políticas educacionais, políticas de ciência e tecnologia, políticas de planejamento urbano e políticas de saúde. Os resultados apontaram que investimentos na área de Ciência e Tecnologia alcançaram boa participação no desenvolvimento das smart cities brasileiras, assim como as políticas educacionais se mostraram de grande importância quando comparadas com as demais políticas analisadas. Ademais, foi perceptível a relevância da aplicação conjunta das políticas públicas para a ascensão do desenvolvimento das cidades, evidenciando o papel delas no desenvolvimento e auxílio na redução das desigualdades econômicas do país.

Smart cities are a recent study topic that has great discussion, due to the focus on the cities’ construction that uses technology as an urban planning tool, combined with the participation of citizens and public and private management. Within the study of smart cities, it is relevant to discuss how technologies can make urban services, such as mobility, security, and other inherent axes, more efficient and revolutionize the quality of life of the inhabitants who are inserted in cities. The general objective of this paper was to identify the configurations of the selected Brazilian cities that led them to be considered smart, more specifically, to analyze the role of public governance in the development of smart cities in Brazil. Through the Comparative Qualitative Analysis (QCA), five categories were used to characterize the policies applied in Brazilian smart cities: social policies, educational policies, science and technology policies, urban planning policies and health policies. The results show that investments in Science and Technology achieved good participation in the development of Brazilian smart cities, as well as educational policies proved to be significant when compared to the other policies analyzed. Furthermore, the relevance of the joint application of public policies for the ascension of the development of cities was perceptible, detaching their role in the development and helping in reducing economic inequalities in the country.
